Public Management Leadership

A team from Derwentside District Council have won a special award recognising creativity and innovation.

The Office For Public Management's annual Prize for Public Management Leadership has been won by Derwentside District Council, for a project to promote citizenship and understanding of local democracy amongst young people.

The SPICE (Special Implementation of Children's Elections) Project Team aims to nurture the skills of young people, providing them with a sound understanding of what society and community mean.

The project has enabled young people to get involved in real decision-making and has integrated a number of objectives from national, regional and local strategies relating to education and social development. Decisions taken directly by the youth forum have lead to new innovations in learning and leisure activities within Derwentside.

The OPM Prize recognises creativity and innovation in improving outcomes for service users and was first awarded in 1990.

Other 2004 finalists were:

  • Nick Spence, responder manager, Westcountry Ambulance Services NHS Trust;


  • Rethink Rubbish Western Riverside Campaign, London;


  • Mike Oxtoby, 50+ co-ordinator, East Riding of Yorkshire Council;


  • PLACE Initiative, Craigavon Borough Council and Northern Ireland Housing Executive.
